DR. NATHAN W. GALBREATH, PH.D., M.F.S.

DIRECTOR OF SAPRO

Dr. Nathan (Nate) Galbreath serves as Director of the Defense Human Resources Activity (DHRA) Resilience and Training Directorate, and also as the Director of the Sexual Assault Prevention and Response Office (SAPRO). He is a member of the Senior Executive Service and leads enterprise-wide policy, programs, and oversight for sexual assault prevention and response across the Department, serving a global force of over two million Service members. In his role, he integrates efforts across behavioral health, forensic science, criminal investigation, and sex offender assessment and treatment to advance a comprehensive, evidence-based approach to addressing sexual assault in the military. 
 
As Director of SAPRO, he oversees SAPRO's enterprise operations, including the DoD Safe Helpline, the Defense Sexual Assault Incident Database, and the Defense Sexual Assault Advocate Credentialing Program. He has also been a principal author of the Department's Annual Report on Sexual Assault in the Military since 2007, and he has testified before Congress, the U.S. Commission on Civil Rights, and federal advisory committees on the Department's efforts to prevent and respond to sexual assault.

Dr. Galbreath was the Acting Director of SAPRO from 2019 to 2024, after serving as the Deputy Director beginning in 2016. From 2012 to 2016, he served as the Department's Highly Qualified Expert on Sexual Assault Prevention and Response. He affiliation with SAPRO began in 2007 as its first military Deputy Director before he retired from the Air Force in 2009. 

Dr. Galbreath holds a Ph.D. in Clinical Psychology from the Uniformed Services University of the Health Sciences and a Master of Forensic Science from George Washington University. His postgraduate training includes fellowships in forensic medicine at the Office of the Armed Forces Medical Examiner and the Armed Forces Institute of Pathology, and a clinical psychology residency at Malcolm Grow Medical Center at Joint Base Andrews, Maryland.

Dr. Galbreath entered the Air Force in 1989 following completion of a Bachelor of Arts in Spanish and International Affairs at the University of Puget Sound. He served 11 years with the Air Force Office of Special Investigations as an agent, forensic science specialist, and detachment commander at installations in Panama, New Mexico, Colorado, and Utah.

His clinical work has focused on the assessment and treatment of sexual disorders and the evaluation and management of sex offenders. He trained under Dr. Fred S. Berlin at the National Institute for the Study, Prevention and Treatment of Sexual Trauma in Baltimore, Maryland. He also served as Director of the Behavioral Health Clinic at Minot Air Force Base in North Dakota, overseeing mental health, family advocacy, and substance abuse programs.

Dr. Galbreath is a licensed psychologist in the states of Florida, Maryland, and Virginia. He serves as an adjunct associate professor in the Department of Medical and Clinical Psychology at Uniformed Services University of Health Sciences. He has authored and co-authored numerous publications, including book chapters and peer-reviewed articles on sex offenders, recidivism, online sexual behaviors, and military sexual assault prevention.



 

ANDREA BRYANT

MANAGING DIRECTOR

Ms. Andrea (Andi) Bryant is the Managing Director of SAPRO, leading SAPRO's day-to-day efforts. Ms. Bryant joined SAPRO in December 2022 as the acting deputy director and chief strategy officer. Prior to serving in SAPRO, Ms. Bryant was Deputy Director for the Department of the Air Force (DAF) Integrated Resilience Directorate (A1Z). In that role, she was responsible for all matters relating to policy and strategic planning. She also led research and development of Air Force, interpersonal and self-directed violence (ISDV) prevention and resiliency programs to optimize Airmen and Space Professional performance. The DAF honored Ms. Bryant with the Award for Meritorious Civilian Service for her work with A1Z from May 2020 to December 2022.

Ms. Bryant worked for the Department of the Navy Sexual Assault Prevention and Response Office (DON-SAPRO) from 2011 to 2020. She served as the principal advisor to the Director, DON SAPRO on all training matters. She was also credentialed as a Sexual Assault Response Coordinator.

Ms. Bryant began her federal service in 2001 working with the Marine Corps, Personal & Family Readiness Division (MR), Training and Employee Development programs. In her time with MR, she served as the primary training point of contact for Marine Corps Community Services Programs Directorate, where she conducted and coordinated training sessions at Marine Corps installations worldwide and evaluated training for employees. In June 2010, Ms. Bryant accepted a position with the Marine Corps' Sexual Assault Prevention and Response (SAPR) program as its training specialist. In this role, she served as the single point of contact for the development, coordination, and evaluation of the SAPR program training.

Ms. Bryant has her B.A. in Psychology from James Madison University and her Ed.M. in Human Resource Development from the University of Illinois.
