ABOUT DAC-PSM
The Defense Advisory Committee for the Prevention of Sexual Misconduct (DAC-PSM) was established on November 30, 2020, to provide independent advice and recommendations on the prevention of sexual assault and other sexual misconduct involving members of the Armed Forces. The Committee provided independent advice and recommendations on the sexual assault prevention policies, programs, and practices of each Military Department and Military Service Academy. DAC-PSM members delivered experience and expertise in sexual assault prevention, academic research, public health, and organizational change. The DAC-PSM was terminated on November 30, 2025, as directed by Congress in the FY2020 National Defense Authorization Act.

ANNUAL REPORTS 
|
| The law establishing the DAC-PSM required the Committee to provide an annual update to Congress and the Department summarizing activities from the previous calendar year. The DAC-PSM was formally established in November 2020; however, the Committee was not fully operational until early 2022. To comply with the annual reporting requirement, the Department provided Congress notifications on its efforts in 2020 and 2021 to establish the DAC-PSM. Once fully operational, the Committee provided the required annual reports for 2022, 2023, and 2024. In March 2025, the Secretary announced a pause in all committee operations in order to conduct a Department-wide review. During that time, the DAC-PSM did not conduct any reportable activities, and the Department notified Congress that a 2025 DAC-PSM Annual Report would not be provided. |

Instructing Prevention in PME: Preparing Instructors to Deliver Prevention Content in Professional Military Education (PME) – March 2025
In Fall 2023, the DAC-PSM Prevention Training and Activities Subcommittee initiated a study related to Professional Military Education (PME) with a focus on instructor preparation. The report offers insights and recommendations to the Department to strengthen training and development of prevention instructors for PME settings, ensuring those instructors can effectively convey the foundational competencies of sexual assault and sexual harassment prevention. |

Measurement of Selected Risk and Protective Factors Related to Harmful Behaviors in the Military Environment – December 2024
The study’s report identified 24 total risk and protective factors that research has shown could be related to harmful behaviors in the military environment. The study specifically considered community- and organizational-level factors. The Committee then offered recommendations on the measurement of those factors. The framework delivered in the report offers a structure for the Department to make continued measurement progress supported by science. |

DoD’s Training of Junior Enlisted Service Members: An Analysis of Sexual Assault and Sexual Harassment Training for DoD’s Most At-Risk Population – June 2023
DAC-PSM reviewed sexual assault and sexual harassment training offered to junior enlisted Service members. The analysis focused on junior enlisted Service members (E1-E4) because annual reporting data repeatedly showed that this subgroup is at highest risk of being affected by harmful behaviors and comprises a significant portion of the military population. The report offered 16 recommendations to reduce sexual misconduct incidents impacting that group, as well as help ensure that they – as future leaders – had the appropriate knowledge and skills to effectively guide other Service members. |
