Defense Advisory Committee for the Prevention of Sexual Misconduct (DAC-PSM)​

The DAC-PSM provides DoD and Congress independent advice and recommendations on the prevention of sexual assault involving Service members (including behaviors on the sexual assault continuum of harm) and the policies, programs, and practices of each Military Department, Armed Force, Military Service Academy, and the Coast Guard Academy. DAC-PSM interests extend to all DoD educational institutions and training facilities for the prevention of sexual assault and other harmful behaviors.

DAC-PSM Training Study

At the DoD’s direction, DAC-PSM conducted a review of sexual assault and sexual harassment training. Following its review, the DAC-PSM submitted its report entitled “DoD’s Training of Junior Enlisted Service Members: An Analysis of Sexual Assault and Sexual Harassment Training for DoD’s Most At-Risk Population” to the Under Secretary of Defense for Personnel and Readiness.

The DAC-PSM focused its training analysis on junior enlisted Service members (E1-E4) since annual reporting data repeatedly show this subgroup is at highest risk of experiencing harmful behaviors. Further, in looking at the overall size of the DoD military population, in 2021 this E1-E4 subgroup comprised nearly 700,000 Service members (active duty, Reserve, and National Guard). 

The report offers 16 recommendations for the DoD’s consideration. The Committee hopes that its efforts will have two impacts on this large at-risk population:

  • Help reduce the number of incidents of sexual misconduct that these individuals might experience early in their military career; and

  • Equip these future leaders with the appropriate knowledge and skills to effectively guide Service members who enter the military behind them.

DAC-PSM Annual Report

The DAC-PSM submitted its 2023 Annual Report on March 27, 2024, to the Secretary of Defense and House and Senate Committees as directed by the FY20 and FY21 National Defense Authorization Acts.
